Radiotoolbox and Wine
I just tried radiotoolbox with wine. It appears that radiotoolbox will run just fine on linux using wine.
Load the installer with wine and launch. Except for some minor cosmetic things, it appears to work fine.

So, loudcity looks like a good deal, but it doesn't look like I can use it with your steamcast or the icecast directory.

Steamcast is a quite transparent replacement for shoutcast. It still is a little unstable. It's by no means unusable and has many advantages over the shoutcast server.
