Ransom, often times some companies that offer ShoutCast servers will also offer Windows Media servers. Its something to check out http://www.streamguys.com is one I know off the top of my head that offers this

You'll need a file that does "Line Recording" they are hard to come by but they are out there. What this does it put a file in your winamp that streams off your microphone and lets you then talk on air.
