I’d like to limit the number of duplicate IP addresses that connect

I think 3 or 4 is enough to cut off the 40 dupes that the Roku app seems to generate, but not screw over people in same office or apartment or hotel

But I don’t see the setting

dont you love it when your stream is added to an app

and 1) they don't ask and 2) they make money off of it?

It could be the Roku app itself. It definitely isn't good that it connects 20 times.
