In the interim, couldnt you use a m3u file ?
example :
/local_host/file_name.nsv
http://anyhost.com:8004/;my.nsv
you click on the m3u file
the local host file would play
after the local host file is played
the the media player would be redirected to seek the listed nsv / ogg stream.

Theora codec encoding
Both the Helix community producer and the Video Lan (VLC) media software can be used to encode video for Theora.
There is also a Java applet available for viewing Theora streams.
( Similiar to the NullSoft ActiveX NSV software - but is Java based. )

The source is included so anyone can port it.
You can also run it under cygwin.
