I know of no such capability among common servers. If you have shell access to the machine then you can upload the source tools to that server and run them strictly on that machine. But the server is not going to source itself.

well, you shouldn't have to. Icecast should keep trying as far as I know. Give it 5 minutes or so if it doesn't attempt to by then then it probably won't ever.
