I was wondering what the laws in the US say about braodcast mp3s

Simple answer is it's illegal.
If you want to broadcast MP3's you must pay royalties.

what if you have permission from the owner of the content.....will you be aloud to broadcast without paying out cash to the RIAA
curious about starting radio

if you have permission from the copyright holder of both the recording and the written work then you have nothing to worry about.
