ok i configured steamcast and i am also done with the shoutcast dsp on winnamp so what do i do now? how do i connect the winnamp to my server? what is my url so i can acces the radio?

If you have used the shoutcast server in the past it is exactly the same as you would for their server.

If your pc is directly connected to the internet then the problem is likely that you ISP is blocking the requests.

If you have a router between you and the internet then that is likely the cause of the problem and you should look into forwarding the ports.

Also make sure that the Windows XP firewall is disabled.

i dont want to disable my firewall but i tried ounce and it didnt work. and also my internet does connect like that but i called the tec support number and they said they dont block any servers, or websites

Ok first and formost do not disable Windows XP firewall hell do not disable any firewalls. Make shure that with every firewall you port forward with them. IE make shure port 8000 is open in the firewall settings. If you do not forward the ports it is not going to let Steamcast work at all. Also are you on a network or anything like that or is your computer connect straight to the net. I know Jay asked already but I do not understand your responce sorry.
