I have some questions about this:

1)is there a lag because in the shoutcast servers theres a horrible 2-3 minute lag prebuffered in the software that we can't do a thing about it. (which is why Winamp has buffering controls)

2)do you support video?

yes shoutcast has a 1MB internal buffer.

Steamcast (which is a drop in replacement to the SHOUTcast server has the same buffer but allows you to change what is utilized so you can shorten the amount of delay significantly without really affecting performance.

yes both shoutcast and steamcast support video via NSV.

What about relay and rerate is it possible to rerate it server wise say take an 128K stream let the server refeed @ 16K without an outside person invloved?

and how short can the delay be? I want it null or very very low. Having IRC interactive shows with a big lag doesn't work out too well.

What you are referring to is Transcoding, no you need an outside source to to transcode.

The delay will never be null, this is the internet and it is a packetized network as such there will always be some delay but each server has to buffer some of the signal otherwise the end result is a very chopping stream to the end users. With Steamcast a buffer utilization of 0 you will get the smallest possible delay.
