Port Question

So, I'm trying to run Jestcast and I read in their forums about your port scanner tool. When I scan my port, I get this:

Reason Given: Connection timed out
More about this error: This means that you are most likely behind a firewall, this error esentially says that you and your computer aren't there.

What does this mean? I turned my firewall off and tried other ports, but to no avil. What gives?

are you behind a proxy? Is the ip that get's listed on the scan page your IP address?

From what I know I'm not, but I don't know much. Everytime I go somewhere and check my IP, it's the same. WTF is a proxy? Well, I know what a proxy is, but how do I know if I'm behind one?

usually by finding your real ip address. use ipconfig to determine what your ip address is, if you are in a network then it might be more complicated.

Ok, I ran ipconfig and it gave me a totally different ip. So what now?
