not possible you can play with the calculations at www.radiotoolbox.com/online_tools/bandwidth.php
but 64kbps on a 250kbps upload would give you about 4 listeners capacity.

the server doesn't neccessarily need to be on your computer for you to serve content through it, this is why source programs ask for the server's IP address. So even with a hosting company you will still have full control over the content of the stream, you can even stream from your house or anywhere else given that the connection your on can handle sending one stream up to the server.

the hosting is provided by the networks you see on the host list. This is what gives us the load testing.
We do not use Icecast2, the hosting providers that are in the reviewee service provide SHOUTcast servers.
Our personal server is a Steamcast server which I developed here at radio toolbox. You can see it at www.steamcast.com and it is compatible with Icecast2 as well as SHOUTcast YP Directory and source tools.
The personal server is www.xrmradio.com:8000
