Error if listener count is 0.

Jay,
Found a bug where if the listener count on a relay is 0, the description isn't getting escaped correctly. See example at http://www.radiofreeakron.com/rtb/includes.txt

hmm that is very odd, I thought you had gotten magic quotes turned on. It seems it's not, because that bug is in my fix for those without magic quotes.

I'll see if I can't get a fix out for ya.

I would like to say I found the bug because I'm a good beta tester

My webhost told me that they had enabled Magic Quotes but as you noticed they did not. I'll try your fix.
